SA T. The ·of reasons for declining scores
centered around problems in secondary schools themselves as well as "pervasive factors in American society."
The panel cited "group" changes as being the result of expanded educational oppor-
tunities which produced
"compositional changes in the cross-section of students taking the SA T." In addition, test takers with low high school grades and from low income and minority groups have tended to have low
scores on the test.
According to the panel, the
more recent reasons for score declines have resulted from faults within the secondary schools themselves. Of the seven factors listed by the panel in this area, V.E.S. seems to have avoided most of them. They were:
